FOURTH WALLING/CANON RECOGNITION: Billy is a teenager from an Earth variant in 2013, meaning he's familiar with a lot of TV/movies which folks play from! He's not the sort of person to completely break the fourth wall/tell someone they're a fictional character (he'd really just fanboy a little internally) but please comment here to let me know if you're okay with him possibly knowing stuff about your character's background he did not learn directly from them, or if you'd prefer I go for the B-movie version of their canons (like Space Battles, with iconic characters Duke Seastrider and Hans Olo), or if you'd rather him not know their canon entirely!

Accent/Speech: Billy talks pretty fast, with a faint New York accent (Manhattan specifically, the Upper West Side even more specifically).
Bearing/Demeanor: Animated and physically expressive, even when upset; Billy telegraphs a lot of his emotions with his posture. When he's upset, vulnerable, or sad, he tends to hunch and curl in on himself, crossing his arms, hands near his mouth, etc,; when he's happy or excited, his arms are open, his shoulders are back. You'll never wonder about what Billy's thinking or feeling. He's excitable and talks with his hands a lot, too, and he is active, though he doesn't fidget nearly as much as his brother.
Habits: Pop culture quotes and references peppered throughout conversation, playing with bracelets or rubber bands on his wrist, mild social media/texting addiction
Skills: Billy's a musical theater kid. He's got a decent singing voice and he's a good dancer, he's got a photographic memory for superheroes and pop culture, and he's pretty handy with a needle and thread. Oh, you meant survival skills? Uh...he can make it through Times Square in ninety seconds flat without running into a street performer or getting stuck behind tourists posing for photos in front of the M&Ms store? Yeah, he's not sure how he got here, either, but he's pretty good at faking it. He is at least advanced-beginner at staff fighting and basic self-defense, which is something, but he's definitely gonna keep working on those fighting skills.
Powers: Reality-Warping.
It looks like magic, but it's something a little to the left, actually. Billy's powers change reality around him in various ways. Things Billy has been seen to do with his 'magic' include electrokinesis (control of electricity, generating it through his hands, discharging a low-grade electric field, etc.), teleportation, telekinesis, healing, flight, creating solid energy constructs, concussive blasts, looking through dimensions like he's paging through a phonebook, pulling things and/or live people out of said dimensions, and conjuring and/or transmuting physical items such as clothing and household objects.
Currently, Billy is operating at roughly 30% phenomenal cosmic power. How this translates is he's only capable of transmuting items the size of a milk crate or a set of clothes, he can teleport himself and one other person roughly the length of three city blocks, fly for about half an hour, throw one mid-size sedan, shield himself and maybe 2 other people from automatic gunfire or energy blasts, heal small cuts and scrapes, create illusions up to the size of a bear, and open a single window to look through into another dimension but not pull anything through. He can probably go toe to toe with 5 no-powers goons or one low-to-mid-level powered villain, but anything more is a long shot.
Using his powers requires focus; if he's distracted, he can't cast spells. Usually he uses a spoken mantra to help him focus, so taking away his air/speech/hitting him with sound would definitely make it much harder for him to cast, if not impossible. Also, given his current depowered state, if he does too much over a prolonged period of time, or if he tries to do something bigger than his current capabilities, he passes out and is incredibly weak for hours after, plus has a terrible migraine. It's definitely possible to simply wear him down and overpower him.
